STAR+PLUS Waiver Eligibility Checklist
Use this checklist as a starting point. It does not guarantee eligibility, but it shows what HHSC generally looks for.
The core requirements
- Texas resident and U.S. citizen or qualifying immigration status
- Generally age 21 or older for HCBS services (STAR+PLUS also serves adults 65+ and adults with disabilities)
- Financially eligible for Medicaid (income and asset limits apply)
- Approved medical necessity for nursing-facility level of care
Being on Medicaid is not enough
A common misunderstanding: enrollment in Medicaid does not automatically approve assisted-living waiver services. Medical necessity for nursing-facility level of care must also be approved.
